Superintendent recall moves forward

Glenn County election officials are moving forward with the process of certifying a recall election, providing enough signatures can be gathered that support ousting school chief Arturo Barrera from office.

The process continues despite an attempt by Barrera Thursday to halt the proceedings on the grounds he was not personally served with the notice of intent.

According to Glenn County election official Susie Alves, a letter from Barrera’s attorney, Walter W. Hansell, of Cooper, White & Cooper, of San Francisco, demanding the county desist with the recall is a matter for the courts, not the county election office.

“We have take the notice of intent at face value,” Alves said. “We have to operate according to state law.”

According to Hansell, the notice of intent was delivered to Barrera’s Villa Street office May 30 by recall proponent Michael Dennis, and was placed on Barrera’s desk by a secretary.

Barrera received the intent the same day, according to his statements at a press conference held a few days later at the Glenn County Office of Education.

“It is well settled California law that the eventual actual receipt of the intended document, by the person to be served, is not sufficient to effect personal service or to confer jurisdiction over that person,” wrote Hansell.

Proponents of the recall are not discouraged by Barrera’s threat to halt the proceedings in court.

“It’s his money,” said Dennis. “If he wants to spend it by resorting to a technicality, it is up to him.”

Dennis said that, meanwhile, the process to recall Barrera is moving forward.

“We have an absolute, overwhelming measure of support,” Dennis said.

Although proponents of the recall would like to consolidate the recall election with the November general election, that deadline may come and go before enough signatures are collected.

“Summer time is always a problem,” Dennis said. “A lot of people are away.”

According to Glenn County election official Susie Alves, the number of signatures that would have to be collected for the recall is 2,376, which is 20 percent of the total number of registered voters in Glenn County.

Alves said if the recall is not held in conjunction with the November election, the Board of Supervisors may call for a special election to be held at a cost of $36,000, held within the election department’s budget for that purpose.

Stated grounds for the recall include Barrera misdirecting special education funds, hiring a public affairs official during a financial crisis, lacking managerial leadership that resulted in misuse of taxpayer funds, refusing to audit GCOE and publish the results, fabricating untruths to the detriment of local school districts, staff and students, altering the charter of William Finch and lacking the ability to build positive relationships with district colleagues, school personnel and parents.

Barrera called the grounds for the recall “exaggerated and distorted.”

Right on MT. I hope you are referring to the local paper having the goofy Guck cartoon featuring scenes with unsupported claims like 0 deaths from marijuana and messages like We Get Real High. Maybe the cops should be doing a stakeout on those folks.

How does Mr. Barrera's Special Education experiance as an Aid and his later Credential qualify him to govern SELPA. In Glenn County only Mr. Von Kleist knows how and has experience running SELPA sucessfuly elsewhere. Dr. Olmos inherieted a financial problem and Barreras inexperience is making it difficult to solve. SELPA would be better off lead by Van Kliest. A Valley mirror smear campaign got Barrera up to bat. In just eightteen months he is at the plate with two strikes and no balls.

As a current educator one of the concerns that I have is that the Finch school is not operating like a charter school is supposed to. Ever since it was opened I knew something was right but could not pinpoint it. Over the past two years the school has been on troubled ground due to whatever you may want to believe ie Barrera. Crews. Money. But I believe that because the school was not properly submitted under Samples reign, the charter school folks cannot be mad at Barrera but rather they should be disappointed with Samples who did not steer them into the right direction. Read about how charter schools are to operate. Then read about Finch. The two things do not match up. Samples let those parents and students down not the current administration.

Ellen, I am worried that the new charter school buildings will be foreclosed on if they aren't used for the purpose the loan approval was based on. The students that qualified GCOE for the loans have been almost locked out. Also what will happen if they find another building and give up on working with GCOE. GCOE could have million of dollars to pay back or refinance in these bad times. GCOE probably wouldn't qualify to refinance without the existing charter school students that qualified GCOE for the current loan. Just think current GCOE management may get Glenn County Taxpayers into the foreclosure mess.

I agree with Hilda. Larson and Miller started asking questions. That is exactly what Barrera's camp said the board should be doing when Samples was the Supt. As soon as the questions were pointed to Barrera his followers started complaining.

What is going to happen if BARRERA isn't recalled? He hasn't been able to lead GCOE regardless of the excuse. It will be even worse if the two women on the Board, Larson and Miller who represent Education aren't reelected. Hilda

If GCOE won't do an audit how do they know how to handle the cut backs? They had a large reserve from the last adminstration, do they know what they have left? The public needs a report that shows how much better GCOE is after Barrera took over, not how bad it was when he took over. I mean a true report.

If Barrera doesn't resign or is recalled his poor management could Bankrupt GCOE. The previous superintendant didn't run because she wanted to retire. Coleen Parker who ran against Barrera has moved hundreds of miles away. Why would they have any interest in running GCOE as claimed by Barrera supporters. They don't make believables scapegoats for the current problems.

It looks like RARRERA has taken every opportunity to lead, example $100,000 gift to VALLEY MIRROR, gave himself a raise, Illegally locked people out of their school, Gave raises without Board approval, had himself sworn in privately, and who knows what else. It looks like BARRERA wants a fight. The BOARD OF EDUCATION has had to approve several of his leadership actions after the fact to make them legal. Refereances to the former administrarion is a smoke screen to cover what is happening now, these people are gone. Left almost two years ago. It is hard to believe that citizens dislike for BARRERA is stronger than the desire to educate Glenn County Students. I believe that this recall is about people wanting their children educated and to prevent GCOE from going up side down. If BARRERAS spending habits break GCOE the State will take over GCOE.

We have a Superintendent who ran his campaign on change. He had a secret swearing in before the one scheduled at the courthouse. Just ask Tim Crews, Roberta Asbury and her husband, or Laurel Hill Ward. They were all there. Do you think locking someone out of their building is professional? Ask William Finch. They were locked out. He gave himself an ilegal raise that included a raise for Joni Samples which she received after she left office. He did not follow ed code which states that the county office of ed. supt. must go before the board each time before any pay increase. He held a meeting to respond to the recall at the GCOE building. That is a misuse of public funds. This recall is not about Joni Samples. Tim Crews and Mr. Barrera are trying to make it look that way to help their cause. Barrera is the one who gave her more money after she left. I would encourage people to read the PERB ruling from Woodland that was against Barrera. He has not changed. I am sure his followers at GCOE are happy. Some of which were followers of Joni Samples. There are also a good many employees who think he is bringing GCOE down.

Re the previous comment. People really need to learn the facts regarding all the allegations. They merit no substance. When asked who was in charge of the recall, Linda Miller said something to the effect of she didn't know. Who supports a recall or anything for that matter when you don’t even know who is leading the cause? It is definitely the blind leading the blind. Mr. Barrera hasn't been given the opportunity to lead. People are angry that he won as opposed to Sample's protege. Tough luck for them. The people voted in who they wanted. Give him the opportunity to work as opposed to venting your frustrations towards him because your candidate didn’t win. Another thing I learned recently, from what I understand, if you ask anybody in Orland their thoughts, they are steering clear from this topic. It is apparently a Willows vs. Willows issue. Honestly, I believe there are quite a few people who need to grow up and allow the system to work, as opposed to griping incessantly. It is the people who are grumbling that are causing the strains at GCOE, not Mr. Barrera. Ask people who work there if you really want to know the truth!

Based on the BARRERA time in office---BARRERA and the VALLEY MIRROR aren't qualified to run GCOE. Even with their own public relations person the GCOE is falling apart publically and in house. BARRERA term in office doesn't even look good compared to the MIRRORS false allegations against the previous supertendint. These false allegations that got BARRERA elected have been proven false by the CALIFORNIA DEPARTMENT of JUSTICE. The BARRERA watch has been nothing but infighting with everyone they work with. BARRERA should leave on his own so GCOE can start again on the right foot.
