Willows Police Report: July 20

600 S LASSEN ST - Officer K. Meek conducted a traffic stop on a green Chevy Lumina for a vehicle code violation.  William Matney II (39) was arrested for driving under the influence of a controlled substance, possession of narcotics paraphernalia and parole violation.  The passenger Norma Cordero (47) was arrested for being under the influence of narcotics, resisting/delaying an officer, possession of narcotics and transportation of narcotics.
